New MOA for Existing Compact Members
The Harold Alfond Center for the Advancement of Maine’s Workforce transitioned to a new grant cycle on January 1, 2025. A historic $75.5 million investment from the Harold Alfond Foundation will allow us to continue supporting the Maine Workforce Development Compact and workforce development needs through 2030. To streamline processes and ensure the sustainability of funding, we’ve made a few key updates that include a single payment, a 45-day close out window, the opportunity to collect an administrative fee, and more customized training opportunities through Maine’s community colleges.
A new Memorandum of Agreement (MOA) is required for Compact Members to access 2025 funding. This updated MOA reflects streamlined processes, new opportunities, and continued support for workforce development. To ensure a smooth transition, we’ve prepared several resources to guide you through the process.

Compact Training and Funding Process
1. Become a member of the Maine Workforce Development Compact!

2. Submit a Funding Request
Funding request forms must be submitted and approved before the training begins. Before you begin, you will need your W9, the excel file of trainees (under Part C of the application), training info, workers to be trained, and your training vendor information.

3. Training Registration Portal
Note: If you are participating in a training with one of Maine’s community colleges, you will register directly with them. Your funding approval will list detailed next steps and contact information.
If you are training through a third-party, once the training is approved, you will receive a link to your training page in the Training Registration portal. Register your employees who will be taking the training. Employees who have trained before already have user profiles. Employees who have not yet trained will need to complete a profile.

4. Verify Completers
Upon completion of training through a third-party, submit your training roster with confirmation of who completed training to mccstrainingrecords@mainecc.edu.
Note: If you participated in a training with one of Maine’s community colleges, this step will be completed for you.
Scholarships for Employees
- Employees of Compact Members are eligible to receive two classes at 50% off per semester. The course calendar is available here.
